Can you re-test with nasm-2.16.01-2.fc38?
Versions:
$ nasm --version
NASM version 2.16.01 compiled on Jan 4 2023
$ ld --version
GNU ld version 2.38-25.fc37
$ gdb --version
GNU gdb (GDB) Fedora Linux 12.1-6.fc37
Steps:
1. nasm -f elf64 -F dwarf -g hello.asm
2. ld -m elf_x86_64 -static -o hello.bin hello.o
3. gdb hello.bin
4. b _start
5. i b

Breakpoint 1 at 0x40101c: file hello.asm,
line 23.
