Gradle has been retired from fedora 31+ because it failed to build (as you
note), because the last available version had security issues, and because it's
basically impossible to package any later version due to questionable upstream
decisions (bootstrap and build process that requires internet access).
Multiple people from fedora have looked at gradle and tried to fix the
packaging, but ultimately we all failed.
At this point, I doubt that gradle will / can be reintroduced as a fedora
package, unless the gradle project fundamentally changes gradle and its build
process.
