File tomcat.conf contains:

It should be:
JAVA_OPTS="-Djavax.sql.DataSource.Factory=org.apache.tomcat.dbcp.dbcp2.BasicDataSourceFactory"
The dbcp class does not exist in TC 9, which switch to dbcp2.
