Description of problem:
surefire tests which fork a new JVM fail with InvocationTargetException:
org.apache.commons.lang3.StringUtils error. The same doesn't happen for
non-forked tests.

Expected results:
commons-lang3 dependency is added to default classpath of forked JVMs as
clearly those classes are needed.
A work-around is to add the dep to the configuration of maven-surefire settings
in the pom, but this doesn't scale.

In Apache Commons IO before 2.7, When invoking the method
FileNameUtils.normalize with an improper input string, like
"//../foo", or "\\..\foo", the result would be the same value, thus
possibly providing access to files in the parent directory, but not
further above (thus "limited" path traversal), if the calling code
would use the result to construct a path value.

Eclipse Jersey 2.28 to 2.33 and Eclipse Jersey 3.0.0 to 3.0.1 contains a local
information disclosure vulnerability. This is due to the use of the
File.createTempFile which creates a file inside of the system temporary
directory with the permissions: -rw-r--r--. Thus the contents of this file are
viewable by all other users locally on the system. As such, if the contents
written is security sensitive, it can be disclosed to other local users.

A cross-site scripting (XSS) flaw was found in RESTEasy, where it did not
properly handle URL encoding when calling @javax.ws.rs.PathParam without any
@Produces MediaType. An attacker could use this flaw to launch a reflected XSS
