Description of problem:
Unable to perform a build from spec when spec global tycho_bootstrap is set to
1. A circular build dependency exists. Tycho BuildRequires
maven-plugin-testing-harness which requires icu4j-eclipse. In order to build
icu4j-eclipse, eclipse-pde is required, which is unavailable in my buildroot
because I am trying to perform a bootstrap tycho build so I can build eclipse
so I can do a full icu4j build that includes icu4j-eclipse. Also, the global
eclipse_boostrap BuildRequires icu4j-eclipse, which does not exist in a clean
build root.
Version-Release number of selected component (if applicable): 0.21.0-1, but
problem exists in earlier spec releases
How reproducible: Always
Steps to Reproduce:
1. Set spec global tycho_bootstrap = 1
2. Set spec global eclipse_bootstrap = 1
Actual results:
Excerpt from build.log in local Koji instance:

Description of problem:
Packages icu4j and icu4j-eclipse (which both are built from the same source
package icu4j) install two different JARs with the same OSGi
Bundle-SymbolicName. This causes two different RPMs have the same osgi
provides and because of that it's unspecified which package will be installed
to satisfy dependency on osgi(com.ibm.icu)

Description of problem:
Jenkins chechks upstream site for updates. Since updates can only come from
rpm, this is misleading.
IMHO when installed as rpm jenkins shouldn't even connect to upstream site for
privacy reasons.

1. go to Manage Jenkins page in webapp
Actual results:
A warning is printed: New version of Jenkins (1.582) is available for download

Description of problem:
Plugins installed from RPMs are listed as istalled in web UI, and can be
uninstalled too. However after restarting jenkins with systemctl uninstalled
plugins are restored.
I thing that uninstallation of lugins installed from RPMs should be prevented
in the first place. If not, then once uninstalled they shouldn't be loaded by
jenkins after restart.

Steps to Reproduce:
1. install jenkins
2. go to update center and uninstall junit plugin
3. restart jenkins
Actual results:
junit plugin is installed
Expected results:
either junit plugin cannot be unitstalled
