Description of problem:
<requestedVersion> generated by mvn_artifact.py can be empty.
Version-Release number of selected component (if applicable):
4.2.0-0.4.gitf5f02e4
Steps to Reproduce:
$ touch foo.jar
$ python /usr/share/java-utils/mvn_artifact.py pom1.xml
$ python /usr/share/java-utils/mvn_artifact.py pom2.xml foo.jar
$ grep requestedVersion .xmvn-reactor
Actual results:
Some <ns1:requestedVersion> tags are empty.

Generated OSGi requires are incorrect: requires on the same package should be
omited and requires on subpagkages of the same package should be versioned.

Tycho ships /usr/share/java/tycho/tycho-p2-runtime.zip . This zip contains
equinox, sat4j, ecf and other parts of regular eclipse . Ideally it shouldn't
be needed but if this is too hard to achieve the zip should be replaced by
regular directory with symlinks in it or even zip with symlinks or tar.gz if
zip doesn't support symlinks.
