initscripts-9.28 released

This is a feature release ; a net_log() function was added in
network-functions for basic logging of network messages. ipv6_log has been
converted to use this instead of its own, and the various messages in the
network scripts have been changed to call this. There may be a little
clunkiness with some of the messages with the change; this can be adjusted
once Fedora is not in a string freeze.

Major change is supporting of IPv6 routing rules, by merging the route and
rule handling code, and moving it from the IPv6 functions to the main
functions.
Also some minor bugfixes.

Assorted bugfixes.
The most notable change is that, when unmounting nfs, we do *not* use
force/lazy umounts as a first option; we only do that if the first one
fails. This makes sure we enter the loop to kill processes, sync the
kernel, etc.
