Created an attachment (id=377002) --> (https://bugzilla.redhat.com/attachment.cgi?id=377002) patch to generate an error msg on permission failure.
If you invoke the tuna command to move threads to other cpus, and you do not have the necessary permissions, tuna will fail without any indication.
