That's why the current behaviour is confusing for brazilian users coming from Windows. It is confusing even for former Linux users because on older Linux distributions, the US International keyboard layout on Xorg used to produce ç instead of ć.
I have just checked this on a pt_BR Windows XP machine, and I get the expected behaviour if I select: language=EN, layout="US international" on the keyboard-layout applet.
I don't know what would be the best solution for this, however.
