Rebuilding the initramfs from systemd or control-center doesn't
really solve
anything. User may still reboot weeks after changing it and not realize the
change affects boot screen.
It's not sufficient, but it is necessary. If changing the system keyboard
layout is going to affect the initramfs, then the change has to take effect
immediately. No question about that. If we don't want to do this then we need
to never change the keyboard layout in the initramfs at all.
With that fixed, we could then add some message in gnome-control-center to warn
about the layout change and say the issue has been papered over well enough for
the time being... I suppose....
