That's the main problem. We all know the current behavior is unacceptable, but
nobody seems to know what the expected behavior should be. It doesn't seem
correct for the keyboard layout used for plymouth to be different from the
system keyboard layout, for example, but that would be the most obvious way to
fix this issue.
The heart of the issue is that plymouth does not display the current keyboard
layout, or allow changing it. But that would be difficult to change.
