Still no changes in the behavior in the latest version of fontconfig,
but it now warns when <test> contains multiple values or <alias> contains
multiple <family>s. this is because the behavior isn't intuitive and
doesn't work as expected necessarily. So you better consider to fix it
to make clearer what you want to do with it.
For solution, if you are expecting OR operator with that rule, add more
<match>s or <alias>es. if you are expecting AND operator with that rule,
just add more <test>s in that <match>.

Google recently released a new IDE that uses CTRL-space for code completion:
http://collide.googlecode.com/git/README.md
I mention this to support the assertion that CTRL-space is used in many IDEs
for code completion.
I use ibus on Fedora daily for non-English text input yet _ALSO_ uses Eclipse
and other IDEs. My two points:
1. More IDEs will be released that want CTRL-space. Requiring custom
configuration or patching of every one of them is unreasonable.
2. Saying "ibus won't be enabled for en_US by default" leaves Asian developers
like me in the cold.
If ibus could change the default keybinding from CTRl-space to something else
(like CTRL-Shift-space) it'd make the lives of users who need both east Asian
text input and code completion in IDEs easier.
