DebConf and GUADEC are in July. There are a number of "Europe" versions
of major conferences in November, notably:
Velocity
Fluent
RubyConf
DockerCon
Also, the Paris Open Source Summit (formerly Open World Forum) is likely
to be in November again.
That doesn't mean we can't have Flock in July or November. Of the two, I
actually think November is a better fit for our target audience.
