OK, that's all for now, thanks for reading :-)
All your comments are greately appreciated!
This is all very, very interesting, and I admire and appreciate the time
that you took to put these ideas together.
On a high level, my thought is this:
We need to be smart about how we extend EKG's functionality. What do I
mean by this? I mean that the "sources" and "facts" -- the actual
data
from projects, that is immutable -- need to be managed cleanly and
simply. That was one of the requirements that I put on Yaakov when he
started the v3 rewrite.
We build a database of information that is based on timestamps, and
therefore never will change. We make it possible for the database to
incrementally update, etc. This is basically the way it's been done.

What you describe is a series of calculations that run on top of that
data, and that will change over time. I want to make sure that we can
manage all this data in a way that is well documented and extensible.
Will the algorithms that you propose use the database, or will they
simply be re-calculated with each run? My guess would be the second,
because they are based on personal interactions, which will continually
change.

The two primary directions that EKG needs to go are in data collection
and data processing/reporting.
Your proposal is certainly in the latter group.
Thanks again for writing it up,
