[PATCH] allow for out of tree builds

For an out of tree build, the cronie-common.h file was not being
found correctly, so point it to the top_srcdir

Have a way to check syntax in crontabs file

Hi all,
A very common mistake is to put syntax errors in /etc/cron.d/* files.
(not to mention the most common mistake is to forget the username...
crontab -e syntax..)
Actually the only way to be sure it's ok is to check the right syslog
file for errors. And you have to wait some time for cronie to reload the
config.
It will be very handy to have a command to :
* check the syntax,
* or reload the config and report errors on stdout
* or being able to edit /etc crontab files with crontab -e command ?
