Feeling like I was swimming against the tide, I just fixed this by moving the reference
into application.rb and referencing it by a full path. (Though I wonder if we should be
using Rails.root, but it works fine as-is, so I don't want to change it now.)

Same here, works for me.
Thanks to both of you for testing this. It appears to fix the problem
for those who are encountering it, so I've gone ahead and pushed it.
