This patchset removes the conditionalization of package installation and
leverages the fact that the rpm provider doesn't install packages without a
source attribute set.
Puppet will report failure if needed packages aren't already installed, but
by later parameterizing the default Package provider we can switch back
to the yum provider for a more 'installer' based feel as desired.
Quick verification can be done by removing an expected package such as
aeolus-conductor and running aeolus-configure. This will report a failure
given the current setup. Changing the package provider in defaults.pp to
'yum' will result in an installer type behavior.
