I would wager that the problem is that that you haven't got the repo set
up in your Yum configuration.
If you're using CentOS / RHEL :

If you're using Fedora :
https://fedoraproject.org/wiki/QA/Updates_Testing
And a further hint :

If you're using something else.. well, it should be fairly
straightforward. :)
