I created a bridged network through vdsClient with no IPv6 configuration, persisted it, modified the ifcfg file manually (IPV6INIT=yes and IPV6ADDR) and rebooted. When I also worked around defaultRoute not being converted to a boolean, the network was restored on boot as expected: IPv6 was turned off on it in the kernel, the extra IPv6 address vanished and so the network didn't require any (unified) restoration.

The same worked with a NIC-only network. Please note that during regular setupNetworks IPv6 is currently only turned off on bridged networks, this is yet to be done.
