I think what it meant to say was that the way to configure LDAP failover
is to specify multiple URIs in a single ldap_uri parameter, not multiple
ldap_uri parameters. We will be able to detect configuration errors such
as this one when a configuration validator is available, until that
time, we just silently use the last ldap_uri entry.
