[PATCH 0/1] Added 800-53 content to partition rules.

I ACK this too.
While the CCIs will likely cover a lot of the Rules (and implicitly
provide 800-53), some might not be covered. So, direct mapping to
800-53 may have a longer lifespan for some rules.
