minor improvement to welcome message portlet

Doh! Let me clarify my message using the correct terminology (replacing l12n with i18n)...

WRT to internationalization can I ask that you add support for it in the 
short term. I realize that its additional effort on most UI tasks, 
but its way too easy for these type of things to get dropped if they 
are not done with the main change.

My expectation is that every UI change that needs internationalization has it 
applied before we claim a change is "done". Note: I'm not saying the 
feature needs to be localized, just built to support 
translations if they are available. We've previously invested the 
effort to build out the internationalization support, lets make sure we use it.
