more installer ideas

The wiki mentions changes to the way the dev env would work, but what 
about any impact on the existing silent install mechanism that customers 
may have in place?

It would probably be the easiest to implement in the fastest amount of time, to be honest. We'd still need to write some external method to prepare the database but we already have the code that does this - its just a matter of wrapping it in code that can be executed from the command line.
