[cobbler] build reports no longer get sent after upgrade to 2.2.3

If you are running RHEL (including CentOS, SL) and Debian/Ubuntu,
the default logging daemon is rsyslogd, which since 3.17 (a long 
time ago) provides a module for sending email.  You may wish to
look into this option.
