WIP for per-tenant uid/gid range config in the UI. If nothing else

yes, the ui_work branch can go away.

Yup.

I'm perfectly happy to create a uidmap-management branch off the master 
and redo what I've got. It's not such a big delta that I can't 
diff-and-patch it with minimal effort.
