Yeah, you're right. I'll move it, and add a big explanatory comment.

It _should_, but:

1. the previous version hardcoded to "19.0", and
2. I think the "spec" (i.e. whatever we tell customers and/or our internal docs) expects this will be "19.0", and changing it might break existing driver disks?

Naturally I'll put that in the comment as well.
