In Terminal the shortcuts are grayed out and cannot be changed using menu
accelerators. This works fine in Thunar. I did check that Enable Editable
Accelerators is enabled [1], xfsettingsd is running and opened 9 tabs as
instructed [2].
For now I've worked around the issue by directly editing accels.scm.

Terminal is now a GTK3 application and GTK3 doesn't support editable
accelerators. Editing accels.scm is the only way to do it.
