In theory this xfce4-power-manager should inhibit systemd from doing power management functions while it's running.
Way to test:
update the package reboot in lightdm, close the lid and open the lid, the laptop should have suspended/resumed. login to Xfce. set xfce4-power-manager to 'do nothing' or 'lock screen' on lid close. close the lid and see if it suspended.

I tested the F18 build, everything works except for resuming in (2). My ThinkPad wakes up and before I can unlock the screen it goes to sleep again. I have to press the power button to wake it up again. I can unlock the screen after this. I have been having this issue since I switched to F18.

Thank you for confirming I'm not alone. Do you have any idea how to troubleshoot this, or at least gather enough information for a bug report? I have looked in /var/log/pm-suspend.log but nothing seems out of the ordinary there. Maybe I should ask this on users.
