Quite late but here is a response.
Are you familiar with python, genshi?
Have you any particular idea of what to improve or build?
You can checkout the website as explained on the wiki[2] and see how it is
made.
The main website is build using the 960 grid system[3].
Open tickets are on our track[1] instance, but more request come through the
mailing list.
You could join us in the #fedora-websites channel on the freenode irc node.
