wasi-libc: Now available and with test suite

Hello all!
Recently I got the wasi-libc package in good enough shape that I'm
now willing to start recommending it to people :-)
The package should now be ready in all active Fedoras [1].
To go along with that, I also whipped up a basic test suite [2],
where I gather regression tests for Fedora issues.

For general usage, inspect the test suite;
the TL;DR version is:
> sudo dnf install clang lld wasi-libc-devel
> clang --target=wasm32-wasi --sysroot=/usr/wasm32-wasi -nodefaultlibs -lc …

wasm-ld for s390x

Hello folks,
I'm currently playing around with re-building some of the WASM blobs in
NodeJS 20. It seems to work, but on s390x architecture, I'm missing the
wasm-ld binary. On other architectures, it is provided by the lld
package, but that is deliberately (ExcludeArch) not built for s390x.
Anyone knowledgeable enough, do you know why is the package not being
built? Is there a workaround for the missing wasm-ld?
