I think this file is in the linux-firmware package, which may not have
been installed. You might need to boot into rescue mode, install that
package, and regenerate the initrd.
It's installed; and I can successfully load it inside dracut's rdshell:

which implies to me that at the time dracut is executing
rdloaddriver=qlogicpti, dracut is unaware that the firmware
is in /lib/firmware/, but by the time dracut passes control
to the console through rdshell it is aware of that path.
Then again, the qlogicpti driver failing to load may have nothing to
do
with your failure. I don't know what's hanging off that SCSI bus.
The /boot and / filesystems:
(To simplify things, I reconfigured the IO boards, reducing from four to one,
which makes the dmesg segment below differ some from the previous ones,
and this output was produced from booting the DVD in rescue mode, which
I have down to a science, now, knowing I need to load three drivers, all located
on past the 25th page of the driver list.....and it's a fantastic thing to be able
to do all that remotely, including soft resetting of the system with the Sun
remote console feature (Ctrl-M Ctrl-M ~ Ctrl-Shift-r typed slowly, with about
a second of pause between characters)

In other words, no qlogicpti, no access to the root filesystem, and the
boot fails (just like it tells me).
So, to me, the core issues are:
1.) Why isn't qlogicpti (and, apparently, sunhme and sun_esp) not getting
automatically loaded by dracut?
2.) Why is dracut not finding /lib/firmware/qlogic/isp1000.bin when trying
rdloaddriver=qlogicpti, which tries to load qlogic/isp1000.bin, but finds it
(by the same name, qlogic/isp1000.bin) just fine when
modprobe qlogicpti is typed in at the same dracut's rdshell command line?
