Subject: Remove conflict for systemd-oom-defaults. It does not strictly conflict with anything in mate-desktop-config.
There is a case to be made that earlyoom and systemd-oom conflict in
usage (if not directly in installation details), but that is an issue
to be decided by those packages. I think that allowing them both to be
installed, but only have one running is the best semantics. Let the
system owner pick which one to run as needed.
It is not advisable to run two OOM managers, but there may be
situations where a system owner may want to run either earlyoom or
systemd-oom. For instance, systemd-oom might be less heavy
handed in killing off individual memory hogs that are part of the
GNOME desktop environment because it plays well with systemd-oom due to
having cgroup support. At this time mate-desktop does not have cgroup
support, so systemd-oom might kill one's whole session when using MATE.
But a user or users may want to have both MATE and GNOME running (say,
two different VNC sessions as an example). So to not have dueling OOM
managers, the system owner decides to pick one or the other.
In any case, it's not that mate-desktop conflicts with systemd-oom.
It's just that it plays better with earlyoom (at this time) than
systemd-oom in occasional out-of-memory situations.
There is a bug that has been around for a while:

This fixes that bug and allows people to proceed who might have hit
the dnf update conflict problem without having to downgrade or use the
suboptimal choice of "--allowerasing --best" options for dnf update..
There are similar or duplicate bugs logged in different forums, as well
as various bug entries and forum discussions about the OOM issue.
