It looks like it is the previous behavior, but it doesn't mean it is the right
behavior. I agree it looks strange when there are many DOWN --> NORMAL events and no
NORMAL->DOWN events. I guess it is because when stopping the server no event is
invoked. Perhaps we could create this event when stops running by calling
TopologyManagerBean.updateServerMode() or better
ServerManagerBean.establishCurrentServerMode() in some AS shutwdown hook or to register an
MBean and implement StartupServiceMBean.stopService(). I am not sure here if is it worth
the effort.
+1, I believe this is due to not generating the event. This is probably
an RFE to perhaps generate an even in a shurdown hook. Not sure.
Probably just having the BZ is enough for now, unless someone votes for it.

Regarding the testing method I used Vagrant[1] and a small set of
(dirty) Puppet manifests to create the virtual machines on my computer:
* 1 node with Postgres database
* 2 nodes with RHQ server
* 4 nodes with RHQ agent
I made an RHQ build with dist and dev profiles activated and installed
the servers from the distribution zip and the agents from the
http://[host]:[port]/agentupdate/download URL (following this wiki page
https://docs.jboss.org/author/display/RHQ/Installing+RHQ+on+JBossAS+7)
