So is the configuration found in etc/eclipse-tools/templates no longer
relevant? If not, can we remove it?

The formatting is based off of the more common Java standards - we
have checked into git the Eclipse settings files (see the top level .settings directory).
It should be the case that when you load in the project into Eclipse, the formatting for
the project will be picked up automatically.
