Okay, I think I've cleaned up this substantially by saying
Users of the API should begin by issuing a HEAD request on the entry
point URI (consisting of {host} and {base}).
For simplicity, in our examples we omit the Host: request header and
assume {base} == '/'.
and then e.g.
GET /vms/{id} HTTP/1.1
Also, I did a global s/URL/URI/ since y'all seem determined to talk
about URIs, not URLs :-)
