Actually after thinking about it some more, I was tending to agree with
your original instinct. It makes sense to encapsulate the CLI completely
within the cli module and not have anything bleeding outside that. Also
to be consistent with the wrapping of the RESTeasy providers.
So I went ahead and changed over to dynamically wrapping the API jar,
and removing the bundley bits from api/pom.xml before pushing to master.
