IMHO, stable trees should never receive version rebases, particularly
important if other packages depend on them, so again bug fix only.
That's not going to work. For example, once KDE MinGW packages get packaged,
we'll need to version-upgrade mingw32-kdewin32 for mingw32-kdelibs to stay
in sync with the native kdelibs. There's no "no upgrades" policy for native
packages and rightfully so, so I don't see why there should be one for
cross-MinGW packages.
