Agents don't directly construct messages themselves. So yes.
For example, there is no server-side part to matahari, we've just been
using qpid-tool which existed long before we did.

No.
OK, so the more generic org.apache.qpid.matahari.0 can be used to
indicate the qpid port is going to be used by the matahari agent (to
avoid conflicts with any other agents using qpid at the same time). It
also leaves room for multiple matahari agents, if needed later.
