(Ubuntu has ubuntu-restricted-extras, they simply select it from package
manager, and it installs all kind of codecs including JAVA)
Fedora has codec-buddy— which can help users legally obtain codecs
while informing them of the issues.
I don't think helping users break the law is a feature in ubuntu— it's a bug.
