dracut has changed its default behavior to not store kernel command

arguments in the initramfs. However kdump initramfs needs these cmdline
arguments in initramfs ($initrd/etc/cmdline.d/*.conf) to setup some
devices we need properly.
To adapt this change, we should modify mkdumprd by calling dracut
--hostonly-cmdline to restore the old behavior.
