Basically it's going to have to be Prague. The university where GUADEC is being held was unable to host us, and we ran out of other options. Paul Frields suggested doing it at least nearby in terms of dates so that North America folk who travel for one could potentially attend the other without a second plane ticket. I think this is a good idea, although we'll have to discuss how we want to handle it for subsidized people, as the multi-hop trip or different arrival and return airports could change ticket prices. Tom and I were planning to talk timeline and start scheduling planning meetings tomorrow.

GUADEC is Thu July 24 to Thu July 31 in Strasbourg, FR. Just to make the conversation more transparent... I'd really like to make it possible for people at GUADEC to travel to Flock. As it turns out, July 24-31 is a Thursday to Thursday stretch. So either an earlier or later Flock might be workable.
