Here are the current permissions in the registration site for papers. I know this is JSON code but hopefully it's human readable enough.
If this needs changed, please notify me or Patrick -- either one of us (and actually several other infra people) can make fixes and redeploy the app to make them active.

Right, I believe you're correct on all of them. In addition, Mo mentioned the names of reviewers in another thread: herself, Bex, mattdm, and me. Charles Profitt also volunteered and I think involving someone(s) outside Red Hat is a good thing.
