insights-client vs softhsm from EPEL

Insights is telling me that I can upgrade softhsm from version 2.6.0-5.module+el8.4.0+10227+076cd560.x86_64 to version 2.6.1-5.el8.1.x86_64.
'dnf upgrade' says there's nothing to do however.
As far as I can tell, this version 2.6.1-5.el8.1.x86_64 of the softhsm package exists in EPEL. Despite this, I can't get any combination of 'dnf list', 'dnf show', etc. to show me that the package exists. ... the only place I can see it exists is from the insights dashboard, or by googling for the package name/version which lands me at https://centos.pkgs.org/8/epel-x86_64/softhsm-2.6.1-5.el8.1.x86_64.rpm.html, which leads me to ask the question:
What am I missing here--why can't I see EPEL's softhsm package from within DNF? I expect this to work:
[root@ipa5 ~]# dnf repository-packages epel list softhsm
Updating Subscription Management repositories.
Last metadata expiration check: 1:30:33 ago on Tue 12 Oct 2021 10:12:39 UTC.
Error: No matching Packages to list
But it doesn't and I don't know enough about DNF to understand why.
I think for once I can rule out confusion due to modules, since 'dnf module provides softhsm' lists a bunch of RHEL-provided modules, and doesn't mention EPEL.
(I'm not planning on installing the EPEL package, I just want to find out what commands I should be using to figure the answer out myself...)
