That commit has "TODO(campbell): Use Python3.7x _PyObject_LookupAttr()"
I hope the upstream developer is aware that this is private, experimental API,
which might be removed (or worse, change semantics) at any time.
It was added to Python here:

I don't quite understand what the Blender code does. It would be useful to (get
the Blender dev) summarize the problem _PyObject_LookupAttr would solve, so
maybe it (or an even better API) can be bade public in Python 3.8.
