This basically answers my questions and confirms my assumption.
In the meantime I have "enabled" toolbox and will continue using this
for package installation instead of directly installing to FCOS.

You only technically need to specify it on first boot. Though often
time, it's easier to just leave it in, and that doesn't hurt either
(e.g. if you're launching the VM from a script or using libvirt).

When installing via the ISO, you specify the Ignition config directly
to the installer, using `--ignition`. See:
