I managed to get it up and running in vagrant and I got into the Pagure
chat (looks like no one on Matrix had tried to join yet and that's why
it wasn't showing up in the Matrix directories - I had to put in the
exact freenode/matrix bridge address).

I just wonder, wouldn't be simpler to use docker-compose in this case (I
had some hard times before with vagrant)?

Does anyone either have advice on how to get through this Bundler
error, or how to otherwise get these packages installed without access to DNF?
I tried asking on the Fedora IRC first, but no luck. Also- does anyone know how to get to
the #pagure IRC? I read in the docs that there is one, but I can't seem to access
it... (I use Matrix, but usually there is an automatic bridge to Freenode so I'm not
sure why it's not showing up in the room directory).
Interesting, are you accessing that channel on Freenode? I do not see
any issue
