This addresses BZ 1036903
When extlinux is the bootloader: if the rootfs is btrfs, then set the
kernel mount parameter to rw, otherwise set it to ro.
For rootfs on btrfs it is unnecessary to mount ro since there
is no fsck at boot for this journeled file system.
