Look for a stylesheet at /usr/share/anaconda/anaconda-product.css,

load that a higher priority than our usual stylesheets but a lower
priority than stylesheets loaded from updates.img or product.img. This
new path allows product-specific changes to be included in a stage2
compose for situations where a product.img overlay is not feasible
(live).

I was moved by the spirit after sending this out and had another idea.
More details are in
https://bugzilla.redhat.com/show_bug.cgi?id=1170800,
the short version is 1) product.img doesn't work right on live? fine,
forget product.img; 2) change the installclass parts of anaconda to
allow a stylesheet to be specified that will be applied at the
APPLICATION + 15 level; 3) make fedora-productimg* provide an installclass.
So if that idea goes forward I'll send out a patch for the installclass
thing instead and drop this patch.
