Patch Set 4:

@Milan: About small VMs:
1: we don't really have convergence issues with small VMs
2: even if we did, in average we will catch half of the new iterations which will mean that the algorithm will be reacting slower, but still reacting. Since by using the convergence schedule we have avoided the global timeout this in worst case could mean that the overall time of migration will take longer (since the downtime will grow slover) but not that it will not converge.
