vm: event: add arguments to send_status_event

Future patches want to control the vmstatus we
send to Engine, putting VDSM in control -
instead of blindly relaying data from libvirt event loop.

This patch enhances Vm.send_status_event() to support
future usages, without breaking compatibility.
